Fortius Geopolitical Risk IndexSeptember 2026

Sector risk scores

Energy

8/10↓

The 2026 Strait of Hormuz crisis, now in its seventh month, continues to drive Brent above $91/bbl and suppress physical Gulf supply well below pre-war levels, while the One Big Beautiful Bill Act's termination of wind and solar tax credits sharpens a structural fault line in U.S. clean energy investment.

Finance

8/10↑

The September 16 FOMC decision, the first with Chair Kevin Warsh's updated dot plot, arrives while headline CPI sits at 3.5%, three regional Fed presidents have already voted to hike, and the 2026 Iran war continues to inject stagflationary pressure into credit and insurance markets globally.

Manufacturing

7/10↑

Three converging pressures, a hawkish Fed pivot risk on September 16, the September 29 activation of Section 232 pharmaceutical tariffs for smaller manufacturers, and a third consecutive month of decelerating US manufacturing PMI, compress margins and capital planning horizons across the sector simultaneously.

Technology

8/10↑

Fractured monetary policy signals heading into the September 15-16 FOMC decision, combined with EU AI Act transparency enforcement activated August 2, create a simultaneous compliance-and-capital-cost squeeze for technology companies with no near-term relief path visible.

Top risks across sectors

1. Strait of Hormuz disruption: Iranian interdiction sustains chokepoint risk for 20% of global oil and LNG supply

EnergyHIGH severityHIGH confidence

Iranian forces have interdicted Strait of Hormuz traffic since February 28, 2026, following U.S. and Israeli strikes on Iran. As of early August, Iran-Oman talks produced a partial abatement in attacks, but the IRGC has laid naval mines and boarded vessels. Seventeen merchant ships have been damaged and twelve seafarers are dead or missing. Europe sources 12-14% of its LNG from Qatar via the Strait; QatarEnergy declared force majeure. UBS commodity strategist Giovanni Staunovo assessed as many as 10 million bpd are 'in jeopardy' if closure conditions persist. War-risk insurance has surged and some insurers have withdrawn coverage entirely. Brent hit $91.28/bbl on September 1, up 33% year-on-year. The U.S. SPR has been drawn close to minimum operational levels amid increased crude exports.

2. OPEC+ September 188,000-bpd quota increase is nominal: physical output remains approximately 7 million bpd below pre-war levels

EnergyHIGH severityHIGH confidence

On August 2, 2026, Saudi Arabia, Russia, Iraq, Kuwait, Kazakhstan, Algeria, and Oman approved a 188,000-bpd September output increase via videoconference, completing the phased reversal of the April 2023 voluntary cuts. The increase is largely symbolic: OPEC+ output fell from 42.77 million bpd in February 2026 to a trough of 33.13 million bpd in May, recovering to only 36.28 million bpd in June. A separate 2 million bpd cut package from 2022 remains in place through year-end. The OPEC+ JMMC scheduled its next review for September 6. Rystad Head of Geopolitical Analysis Jorge Leon assessed Q4 2026 as a likely pause period while the group prepares 2027 quota baselines from a capacity assessment concluding this month.

3. One Big Beautiful Bill Act terminates wind and solar PTCs/ITCs for projects beginning construction after July 4, 2026

EnergyHIGH severityHIGH confidence

Signed July 4, 2026, the OBBBA terminates Section 45Y PTCs and Section 48E ITCs for wind and solar facilities placed in service after December 31, 2027, unless construction began by July 4, 2026. Projects beginning construction after that date must achieve placed-in-service status before end-2027 to claim any credit. The domestic content threshold for the bonus credit rises to 50% for 2026, and to 55% after December 31, 2026. Wood Mackenzie projects wind and solar installations will be roughly 100 GW lower over 2025-2035 compared to the IRA baseline. The Section 45X advanced manufacturing PTC for wind components also terminates after December 31, 2027. Battery storage, geothermal, nuclear, and hydropower retain credits through 2034.

4. FOMC September 16 hike risk: three-way dissent signals policy break

FinanceHIGH severityHIGH confidence

The FOMC meets September 15-16, 2026, producing a full Summary of Economic Projections and dot plot under Chair Kevin Warsh. At the July 29 meeting, Cleveland's Beth Hammack, Minneapolis's Neel Kashkari, and Dallas's Lorie Logan voted to raise rates immediately, the first three-dissenter hawkish bloc since September 2016. Markets largely priced a September hike after that meeting. Headline CPI stood at 3.5% and core CPI at 2.6% in June (BLS, July 14 release); both remain above the Fed's 2% target for more than five years. A hike of 25 basis points from the current 3.50-3.75% range would reprice rate-sensitive assets across the sector. A hold accompanied by a hawkish dot plot carries nearly equal market impact.

5. 2026 Iran war and Strait of Hormuz closure: stagflation channel into financial conditions

FinanceHIGH severityHIGH confidence

The closure of the Strait of Hormuz on March 4, 2026 produced what the IEA characterized as the largest supply disruption in the history of the global oil market. Brent Crude surged past $120 per barrel; Kuwait, Iraq, Saudi Arabia, and the UAE collectively lost at least 10 million barrels per day by mid-March. The IMF's April 2026 World Economic Outlook modeled a 19% rise in energy prices under a short-lived-conflict reference scenario. The Federal Reserve's July FOMC statement cited 'elevated uncertainty that owes, in part, to the conflict in the Middle East.' For finance, this is a dual shock: persistent energy-driven inflation constrains the Fed's ability to ease even as credit stress mounts, and energy price volatility directly hits commodity trading books, trade finance exposures, and energy-sector loan portfolios.

6. FOMC September 15-16 meeting: live hike risk at 3.50-3.75% amid three dissents

ManufacturingHIGH severityHIGH confidence

The Federal Reserve held its benchmark rate at 3.50-3.75% on July 29 in a 9-3 vote, with Cleveland's Beth Hammack, Minneapolis' Neel Kashkari, and Dallas' Lorie Logan each dissenting in favour of a 25bp hike. The September 15-16 FOMC meeting includes updated dot-plot projections. Nine members already projected at least one 2026 hike in the June SEP. A rate increase would raise the cost of capital for capacity-expansion projects and working-capital facilities across the sector at the precise moment input cost inflation remains elevated by historical standards, driven by energy prices, tariffs, and supply-line compression.

7. Section 232 pharma tariff (100% ad valorem) activates September 29 for smaller manufacturers

ManufacturingHIGH severityHIGH confidence

President Trump signed the Section 232 pharmaceutical proclamation on April 2, 2026, imposing a 100% ad valorem tariff on patented pharmaceutical products and their active pharmaceutical ingredients (APIs). Large companies faced the July 31 effective date; the September 29 date extends the regime to smaller manufacturers. Exemptions apply to generics, biosimilars, orphan drugs, and to companies with Commerce-approved US onshoring plans or HHS pricing agreements. Approximately 18% of all US API-supplying facilities are in India, producing over 35% of the US supply, meaning cost pass-through for non-exempt producers is swift and near-certain.

8. EU AI Act Article 50 Transparency Obligations Now Enforced; High-Risk Annex III Delay to December 2027 Confirmed

TechnologyHIGH severityHIGH confidence

On June 29, 2026, the Council of the EU formally adopted the Digital Omnibus package, shifting the Annex III high-risk AI compliance deadline from August 2, 2026, to December 2, 2027. However, Article 50 transparency obligations, requiring disclosure when a user interacts with an AI system and labeling of AI-generated content, remain on their original August 2, 2026, enforcement date. Only the narrow watermarking requirement for systems already deployed before August 2 receives a grace period to December 2, 2026. National competent authorities across EU member states are now operationally active. Fines for high-risk violations reach €35 million or 3% of global annual turnover. The Omnibus reprieve on Annex III is real but narrower than many compliance teams believe; Article 50 enforcement is live and immediate.
